Gibboney, whose strip club has been open for at least two decades, seeks a flat year agreement to own and operate the billboard. Colton leaders are expected to revisit the matter Oct. Show Caption.
215 Negotiations between Gentlemans and the owner of Club to turn the strip club into a convenience store and gas station will continue through September, City Manager Bill Smith told council members Tuesday, Aug. The plan to close the two-story venue on South La Cadena Drive off the Freeway and provide a different use there includes the installation of an electronic, double-sided billboard on the lot. The council also sought to reserve billboard space for city announcements and stipulate that whomever operates the billboard not solicit from out-of-town businesses in direct competition with those in Colton.
Last month, after reviewing a proposed agreement between the city and club owner Todd Gibboney, elected officials requested Gibboney pay more in upfront and annual mitigation fees — money that covers the cost of providing public services to the area — and expedite the timeline for the initial payment.
But the two sides continue to disagree over the length of the contract and the amount of initial and annual mitigation fees requested by the city.
